:This is covered in the rules.  Look up [http://www.systemreferencedocuments.org/35/sovelior_sage/magicItemsCreation.html#body-slot-affinities body slot affinities].  basically if you put an effect on an area that it doesn't normally go, it costs 1.5 times the base cost. <br/>
